Retizen Organization conducted a community baraza on 18th March 2026 at Samoo Village in
Chesumei as part of its ongoing efforts to promote civic engagement, strengthen community
participation, and enhance accountability under the Youth for Accountability Project 2.0. The baraza
aimed at providing a platform for community members, especially youth, to engage in open dialogue
on key issues affecting them while also creating awareness about the role of Retizen Organization in
promoting governance, accountability, and community development.
Executive Summary
The baraza brought together a total of 96 participants, demonstrating strong community turnout
and interest in governance and development matters. The session was highly engaging, interactive,
and productive, with participants actively contributing to discussions and decision-making processes.
Key issues discussed included drug abuse, illicit alcohol consumption, and the importance of
respecting those in authority, particularly the Chief and village leaders. The baraza also led to key
community actions such as the election of a new village elder and the identification of four youths to
join the National Youth Service (NYS).
During the session, Retizen Organization was introduced to participants who were not familiar with
its work, and the community expressed strong interest and appreciation for the organization’s
initiatives. Despite challenges such as delayed start time and rainfall, the session remained
successful and impactful.
Detailed Description of Activities
The baraza commenced later than scheduled due to the delayed arrival of participants, as many
community members depend on tea picking for their livelihood and had to complete their daily
activities before attending. Once participants had assembled, the session began with introductions,
including a detailed overview of Retizen Organization, its mission, and its ongoing programs.
Participants who were not previously aware of Retizen expressed strong interest in the
organization’s work and were particularly intrigued by its focus on youth empowerment, civic
education, and accountability initiatives. This created a positive and receptive atmosphere for the
rest of the discussions.
The session then transitioned into open dialogue where community members shared their concerns.
Drug abuse and illicit alcohol consumption were highlighted as major challenges affecting youth and
the wider community. Participants emphasized the need for collective responsibility in addressing
these issues and promoting discipline and positive behaviour.
The discussion also focused on the importance of respecting authority, particularly the Chief and
village elders, and the role of leadership in maintaining order and supporting development within
the community.
A key highlight of the baraza was the decision by the community to elect a new village elder. This
process was conducted during the session in an inclusive manner, resulting in the election of a youth
representative. This demonstrated growing trust in youth leadership and willingness to involve
young people in governance structures.
Additionally, four youths were identified and selected to join the National Youth Service (NYS),
providing them with opportunities for skills development and empowerment.
During the session, rainfall posed a challenge as it started raining midway through the discussions.
However, participants remained engaged and continued with the session without disruption.
During meal time, there was crowding around the food distribution area, indicating the need for
better coordination in future events.

engaged despite the delayed start and weather challenges. The strong turnout reflected growing
interest in civic engagement and community development initiatives.

on key social issues. One of the major achievements was the successful introduction of Retizen

youth leadership. Additionally, the identification of four youths for NYS opportunities contributed to
youth empowerment and skills development.

the importance of respecting leadership structures.
Challenges and Mitigation
The baraza experienced a delayed start due to late arrival of participants, influenced by their
dependence on tea picking as a source of livelihood. Rainfall during the session also posed a
challenge, although it did not significantly disrupt the proceedings.
Crowding during meal distribution was observed, highlighting the need for improved planning and
coordination in future events.
Feedback and Observations
The session was highly interactive and well received by participants. Community members
appreciated the opportunity to engage on issues affecting them and expressed particular interest in
the work of Retizen Organization.
The election of a youth as village elder reflected a positive shift towards inclusive leadership, while
the continued engagement despite weather challenges demonstrated strong commitment from
participants.
Recommendations / Next Steps
It is recommended that future barazas be scheduled at more convenient times to accommodate the
economic activities of community members and improve punctuality. Retizen Organization should
continue strengthening community awareness about its programs and maintain engagement with
newly reached participants.
Follow-up should be conducted on the newly elected village elder and the youths selected for NYS to
ensure sustained impact. Improved logistical planning, especially in meal distribution, is also
recommended to enhance organization in future events.
Continued community forums and civic education initiatives will further strengthen participation,
accountability, and sustainable development in Samoo Village.
